Passport Police Verification Procedure

Every passport applicant applied for the first time will have to get the police verification done.  Once you apply for passport, it will be sent Passport Verification Cell of state Police Department.  One of the police officer will come to your residence and verifies your presence.

 

Applicant needs to be at the address specified in the application form.  The police will come with your passport application form and other documents to be filled up confirming your presence as specified in the application form.  You need to have one of the residence verification form to be signed at least by two of your neighbors.  They should be from different families and reside in different home addresses. Then you’ll be asked to sign off the whole set of police verification documents  that they got filled.  The officer may try to interact with your neighbors to understand how is your social status is.

 

Applicant has to produce documentary proofs of citizenship and address by providing any of the below accepted documents: 

 

Note: you need to give only Xerox copies of these proofs however one has to show (don’t give) the originals for verification.

 

1. Proof of Citizenship (Any ONE of the following)

  • Birth certificate
  • Voter’s Identification Card
  • Either parents’ passport/proof of citizenship AND Parent’s Ration Card with applicant’s name in it.
  • Either parent’s passport/proof of citizenship AND applicant’s birth certificate (for applicants born out of India)
  • Sworn affidavit stating place and date of birth AND extract from Electoral Roll stating name, father/spouse name and age. 
  • Sworn affidavit stating place and date of birth AND school leaving certificate for 10th or 12th standard issued by ICSE, CBSE or any State Education Board. 
  • Citizenship Certificate 

2. Proof of Residential Address (Any TWO of the following)

  • Ration Card Leave & License Agreement. 
  • Letter from Building Society.
  • Leave & License Agreement. 
  • Registration document for purchase of house. 
  • Allotment letter of government/employer in case of government/employer accommodation. 
  • Telephone/Electricity/Water Bill for the first(1st) and twelfth(12th) month of the last one Year 
  • Income Tax Assessment Order 

The very good and safe to provide documents are:

 

  • Voter ID proof for both Identity and Address proof
  • Telephone/Broadband bill
  • Family Ration Card
  • Educational qualification certificates like SSC, Inter/Diploma, B.Tech, etc.,
  • In case of rental house, latest month electricity bill

 

However, the police officers will insist on providing all of the documents though they aren’t mandatory.  They will be keenly asking about last 1 year’s Bank statements, Income tax assessment letter, House sale deed, etc., to estimate individual worth.

 

While these all are legal for them to ask, then comes the another purpose of their visit to your residence that is asking for *bribe*.   The amount they insist varies depending your worth they they think, your background (like political or having contacts in police department, reputation, etc.,), your behavior, the complications in approving (already having police cases, etc.,).  Unfortunately, it’s they who will start of this topic stating they don’t benefit much from taking hassle of verifying your residential presence.

      For what purpose police requested the letter from the building society?

      In case of Passport verification, they don’t need this for. Let me know if yours is a different case.

  2. Sir please tell me how long it will take for police verification. Also tell me what should i do if they give me negative reference.

    Today i went for police verification.Police person asked me Rs 500 as bribe which i refused.Then he told me to wait for my passport in negative sense.What should i do if he give me negative remarks or delay the report.

    1. Hi Ashish,

      That’s a very usual trick they say to every applicant. You shouldn’t be worried as long as all your particulars are correct as mentioned in the application form. If they make it to be negative for no proper reason (but just for not paying them bribe), you may approach the “Directorate of Public Grievances (DPG)” (http://dpg.gov.in/).

      Be realistic with the system as this whole process will take time and may delay any of your plans dependent on Passport. You need to be smart.

      Usually for verification, a police would be sent from the regional/local cells/stations. To get it turned positive and handle simple, you may want to talk to your elders who has local police contacts.

  3. Thanks.I got another call from other police choki for verification.I went there & it was good to see that they didn’t asked me any bribe.Now my verification file went back to the first police station because that police choki comes under that police station.They forward it to SP office.

    Yesterday night i got a call from SP office that they put an objection.I was born in other city.My father is in govt service.As soon as i born, he got transferred into other city.I went there when i was only 5 month & live there for 8 years.Then he again transferred to other city.In this city i am living for 20 years & living at permanent address from more then last 10 years.They put an objection that as i was born in other city, i have to go there for verification.

    Is this compulsory that i have to go their for my birth verification?I don’t have any birth certificate as i was born in 1985 in home.I study in this current city from my class 6.What are the law regarding this?
