I captured the actions of PictureViewer with below settings selected
"Do not ask to perform this check again. The Quicktime Control Panel can be used to make subsequent changes." > clicked yes to >
"Some of the file types associated with Quicktime applications are currently associated with other applications. Should I restore these file type associations to Quicktime?" Yes or NO? prompt.
Captured revealed that PictureViewer is setting below user registry to suppress this prompt. I tested manually creating the registry key and found it successfully suppressing the prompt.
Registry key: HKEY_CURRENT_USERSoftwareApple Computer, Inc.QuickTimeLastFileAssociationCheck = 0x7678000 (DWORD 32-bit).

This registry hack worked only after I opened the QuickTime control panel (in Control Panel), clicked on the tab for File Types and unchecked the box “Notify me if other applications modify these associations.”
Thanks Nancy for adding up your findings..
