At XenApp Level: WebCam for Remote Desktops
The Fabulatech’s “WebCam for Remote Desktops” integrates with RDP and ICA protocols by installing its own WebCam drivers called “FabulaTech WebCam”.
The another important fact to consider is this driver server side driver will in-turn attempts to communicate to user device via drivers installed on user device. If there are multiple webcam driver software installed on the client, this “FabulaTech WebCam” driver by default uses “Auto Select” option to detect appropriate driver that is most suitable for the choosen RDP/ICA session. However, it also gives you an option to force use of particular driver on the client device for any troubleshooting.
Skype works fine over RDP with WebCam using “FabulaTech WebCam”. Tested even Video Calling and its working fine in both RDP/ICA sessions.
Whereas Adobe Presenter fails to record and play even when run via RDP/ICA.

There is a Citrix Released HotFix for XenApp exists that is supposed to have WebCam access issues fixed.
