DIRECTORATE OF PUBLIC GRIEVANCES

The Directorate of Public Grievances (DPG) in the Cabinet Secretariat of Government of India helps to obtain responses to unresolved grievances on matters relating to someCentral Government Departments and Organisations. . DPG can help you to obtain a response and resolution on these grievances from the department or organisation.

How to approach DPG:

Please give details of your grievance with copies of supporting document. Your earlier attempts to have the grievance resolved through the grievance redressal mechanism of the department should be furnished. Indicate whether you have filed any appeal against any previous decision of the organisation or department, before any court, tribunal or consumer forum. State your identity and postal address, e-mail address and telephone number. Don’t forget to put your signature or thumb impression on your letter. DPG does not charge any fee..

How DPG will deal with your complaint:

DPG will assess what aspects of your complaint fall within its purview and the gravity of the complaint. Based on this, it will seek comments from the concerned department or organisation or transfer the grievance to it requesting it to directly deal with the matter. This is normally done within 15 working days of receipt of the grievance. A letter will be sent to you informing you of the action taken.
When DPG seeks comments, the department or organisation is expected to examine the matter and give a reply within six weeks and in any case not later than 3 months. After receipt of comments, DPG may, if considered necessary, seek further information to ensure that the grievance is dealt with in a fair and objective manner by the department or organisation. Cases on which comments are sought are closed in DPG with the approval of Secretary (Coordination & Public Grievances) in Cabinet Secretariat of Government of India who heads DPG.

Citizen Charter of departments and organisations will give the time limits for different public services.

DPG has two kinds of records. Physical records are maintained only for cases in which comments from the concerned department or organisation are called for by DPG. If closure of such cases is favourable to the complainant records are retained for one year from the date of closure. In other cases, records are retained for two years from the date of closure. Records are not maintained for grievances transferred by DPG to the department or organisation for action. Record of action taken is stored electronically.

    Where to file Grievance against Public Grievance Portal?

    After trying for more than two hours, I have lost the patience and I feel exhausted. Somehow I have gathered energy to write this post.

    Before we begin, ere are two screenshots of the Lodge a Grievance Page.

    I tried to lodge a grievance against Ministry of Railways but I was not able to submit it. Why? Check this screenshot:-

    I got two errors:-

    •Description should be less than 4000 characters
    •Special Characters are not allowed in Subject description
    Those among you who are in IT will say that I must have used special characters and the characters used would be more than 4000. I checked all this, the message that I was trying to post here didn’t had any special characters. Moreover, just check the screen shots, and let me know where can I find Subject description?

    I have masked the content as I do not want to publish for the sake of anonymity. You can clearly see the following message above the Description text area:-

    *Please enter Grievance Description upto 3634 characters

    Compare this with the second image above. It clearly means that there are 3634 characters left. For special characters, I would like you to take my word. There are no special characters. I have even removed any full stop, commas, etc or for that matter I have not even included any number.

    Now, tell me what should I do? Where shall I file a grievance against the Public Grievance Portal?

      I’ve gone through your reports in detail, but from overall understanding you are unable to file a grievence. I as well have had that special characters issue and I figured it out in my case and then the system accepted my report.

If a Ministry/department under the GOI, and their Accounts Officers refuse to implement the correct orders on certain formula and principles ordered by the Court including SC of India, and DOP&PW OM and Clarification OMs, will be DPG be empowered to order them to implemnt the formula and principles correctly, sincerely and faithfully as clarified by OMs. Here the question of benefits ordered by the GOI reaching to it’s Pensioners as ordered, and according to the sweet will of the Accounts Officers of the Department..
